Right, so it's changing the perception that it is an afterthought that is the point. And that's achievable, if you're in an organisation that relies on the data for something important (key business processes, revenue-generating ML products, etc).
If not, then you shouldn't be doing this! But, it's up to you to work out how data is seen in your organisation, and then go from there.
